How much subnetting is on Network+?

Enough that being slow at it costs you the exam. You are not asked for many subnetting questions, but the ones you get are time-expensive if you have to derive everything from scratch - practise until masks and host counts are recall, not arithmetic.

Should I take Network+ before Security+?

It helps but is not required. Security+ assumes you already know what a VLAN, a firewall rule and a DNS record are; if those are unfamiliar, doing Network+ first turns a lot of Security+ memorisation back into understanding.
